It doesn't cut paper at one side. After returning it, the next one had the same issue, but to a lesser extent. I now cut that part with scissors, as I use it for filtering inside espresso baskets.

I have a lot of pour over coffee filters yet I’ve been drinking mainly espresso lately. So I decided to start using them for espresso. This paper punch works just fine cutting the right size. I use mostly 14-16 IMS competition basket or sometimes 16-20. If you put the paper in your portafilter and then you rinse it in your machine, the paper gets stuck to the bottom and the walls of the basket nicely. Then I just let it dry in the portafilter outside the machine while I grind my coffee and get ready. It works just fine this way. Just be careful, you don’t want to put your freshly ground coffee in a wet portafilter. And don’t worry that your portafilter loses a couple of degrees during the filter drying. ;)

I purcahsed this after seeing a video from James Hoffman about coffee extraction. He used this 2 1/4 inch punch to make filters for a 58mm portafilter. I use Chemex Square paper (FS-100) then I punch out 16 filters.I have to put my plam on the 2 1/4 inch silver disk, rather than at the end of the punch, as you need a bit of force to cut through 4 pages of filter paper, its not too bad, but you do need to push with a bit of gusto, nothing crazy. You can turn the punch over to see how the filter paper is positioned before you punch, but if you push it right to the end, then it works fine.Works really well, fit is almost perfect for a 58mm basket.
