The garment itself is fine, however it is very narrow.

The white ribbon is not a bias-type of edging or trim, it is just sewn onto the edges. The edges of the ribbon are also not really properly sewn-off. The bustle under the skirt is made of thicker and itchy/pokey material compared to the skirt. Not really sure this is worth the price for the quality, but it is what's pictured.
