They are all within range and I'll certainly believe it's 400 of them (not gonna bother counting, sorry), none are broken or otherwise damaged either.The only thing that takes away from the 5 stars rating is the colouration, as they are a bit darker than the picture. They look more black with a dark emerald and sometimes yellow to orange sheen rather than the bright colour in the main picture, so that's really the only thing I can note as a negative point. ((Which it might ultimately not be unless you buy them for the specific purpose of looking exactly as bright and vibrant as the picture shows, for an art doll project.))Can certainly recommend but beware that the colours might be much darker than advertized, otherwise the product is great for what it is!
