Your handlebar needs to be around 32 mm and your quill (the tube above the fork) needs to be around 30 mm. This stem fit my quill just fine but my handlebar was only around 26 mm. I was able to make this stem work with my handlebar by installing plastic half tubes and hard rubber. This stem is able to tilt 70 degrees instead of 60 degrees, as claimed.
